When I open an EPS, I am not given options for resolution or colour.
What do I have to do to get this?

Photoshop 7.0 EPS opening
Photoshop 7 was released in march of 2002 version 8 was released oct 2003.
I think you may have confused Elements with Photoshop.

No, it is definitely Photoshop 7.0.
I know, a little behind the times.
What it is, is an older G4 I use simply for proofing and reviewing.
We had to upgrade to OS X for Quark 8.
And so upgraded to Photoshop 7.0 as well.
Now, we can't get Photoshop to open the pdf's at all.
And, EPS's only open up at 72 dpi in RGB.
We aren't given the option pop-up for sizing and colour.

Hmmm... try updating to 7.0.1 and see if that fixes anything.

How can you upgrade to Photoshop 7 when it has not been on the market since Oct 2003?
if you bought a pirate copy this maybe why it does not work.

Buko was not accusing you of anything. He is addressing a fairly common problem on these boards. Many pirated copies look very good (sealed boxes and all). Some few even register. They rarely work right, and most exhibit strange behaviour (such as you are describing). You might want to refer to the following thread for some of the horror stories:

Did you try trashing/resetting Preferences as per the FAQs?
What kind of EPS file is being used? Raster/Vector?
If getting 72 ppi, could you be looking at the DCS composite preview portion only?
